How is this priced, if there's no fixed number?

It's scoped on a call first, then quoted, then started. You always see the number before anything begins; nothing runs on open-ended hours.

Is this the same as ongoing support?

It can be. Some engagements are a single custom build; others are a standing block of hours, managed month to month.

What if I'm not sure this is what I need?
